My son has been turned down for medicine. Somebody mentioned applying through Extra and Clearing. Can he apply?

Hard as this is, your son now faces a choice. Extra and Clearing are further chances to gain a place for those who do not have one. Unfortunately, very popular, over-subscribed courses like medicine and veterinary science are unlikely to be available.

Your son needs to examine whether medicine is all he wants. His options then are either to reapply in the next year's cycle, possibly improving his grades or gaining some relevant health-related work experience, or attempt to gain a place on, for example, a science degree with a view to applying for a postgraduate medicine course after successfully completing his degree.
